Milionis, endorsed in a secret vote with 523 votes in favour, 41 against and 64 abstentions, has served as a member of the ECA since 2014. He was previously vice-president of the Hellenic Court of Audit.

Moscovici, a former MEP and EU Commissioner, is currently president of the French Court of Auditors. His nomination was supported by 419 votes to 192 with 21 abstentions.

The two candidates received favourable opinions from the Budgetary Control Committee on 5 November 2025, following hearings held earlier the same day.

Next steps

The final decision will be taken by member state ministers in the Council of the EU.

Background

As stipulated in the EU Treaty, each member state proposes one candidate to serve on the ECA. The Council of the EU, after consulting the European Parliament, adopts the list of members for a six-year term.
